Ksenia Semenova, membre du conseil municipal qui se concentre sur la protection de la ville historique de Kiev , a déclaré avoir reçu son premier appel après l’invasion concernant une démolition illégale le 25 février 2022, au lendemain du lancement de missiles par la Russie sur la capitale et de l’envoi de ses troupes de l’autre côté de la frontière.

Il n’a pas répondu aux questions sur les raisons pour lesquelles la démolition a commencé à 5 heures du matin lors d’une alerte aérienne.

Les militants doutent que l’enquête du maire puisse réellement demander des comptes à quiconque. Ils disent que pendant des années, les autorités municipales ont permis que le tissu historique de Kiev soit vendu, démoli ou se détériore au point d’être réparé.

Oleh Symoroz était un vétéran de cette lutte pacifique avant de se porter volontaire pour se battre pour Kiev, puis de se diriger vers l’est une fois la ville sauvée et de perdre ses jambes sur la ligne de front dans l’est de l’Ukraine.

De retour chez lui pour des soins de réadaptation, il était furieux de constater que la ville était détruite de l’intérieur, alors que de nombreuses personnes qui ont fait campagne pour la protéger servent en première ligne.

Une autre habitante, Tetiana, espérait que les autorités municipales apporteraient leur aide lorsqu’un drone russe a frappé des appartements dans son immeuble de la rue Zhylyanska, à quelques pâtés de maisons de la gare principale de Kiev. Elle a tué quatre de ses voisins, dont une femme enceinte de six mois, et démoli le hall et l’escalier menant à sa porte.

Elle a été traumatisée et effrayée par l’attaque, mais ne craignait pas de se retrouver sans abri. Elle avait vu aux informations des hommes politiques visiter d’autres bâtiments touchés par les attaques russes et promettre leur aide, ainsi que la reconstruction qui s’ensuivit rapidement.

Tetiana a donc été stupéfaite de recevoir un message trois jours plus tard lui annonçant que son bâtiment avait été déclaré structurellement insalubre et qu’il devrait être démoli. L’enquête ci-jointe était datée du 17 octobre, jour de l’attaque.

« Quand la personne responsable de ce rapport aurait-elle pu le faire ? dit-elle. “Le soleil s’est couché juste après six heures, soit à peu près au moment où les pompiers ont fini d’éteindre les flammes, et le couvre-feu était alors fixé à 21 heures.”

Les résidents survivants ont été invités à renoncer aux droits sur leurs appartements historiques du centre-ville. En échange, ils seraient inscrits sur une liste d’attente pour un nouveau logement dans la banlieue de Kiev, à environ 20 kilomètres de là.

Tetiana a refusé, marquant le début d’un cauchemar bureaucratique qui la laisse sans abri – vivant chez des amis et des parents – depuis près d’un an.

Tetiana, qui a demandé à être identifiée uniquement par son prénom en raison du stress de la longue bataille avec les autorités de la ville, pense désormais que les autorités veulent utiliser les dégâts causés le 17 octobre comme prétexte pour démolir son immeuble et saisir le terrain.

« Il y a beaucoup de personnes âgées dans ce bâtiment – ​​peut-être que les autorités de Kiev ont pensé : ‘Attendons et peut-être qu’elles mourront et que le problème sera résolu.’ Ils n’ont pas pris en compte le fait qu’il y a encore des jeunes qui ont décidé de se battre pour leurs droits.»
